Project Preparation and Business Development Facilities

Greater support for early project preparation, from a variety of sources, is critical to supporting low-carbon ideas and attracting greater volumes of private finance.

2030 Goals

Establish national and subnational project preparation facilities explicitly tagged for climate outcomes, with standardized templates and MRV, to shorten time-to-market and scale bankable opportunities for private investors. Integrate climate taxonomies and disclosure into preparation facilities, so project design, risk allocation, and KPIs align with investors’ ESG requirements and Brazil’s NDCs. Establish a public-private project origination platform with registries, data rooms, and standardized contracts, linking federal and state pipelines to investors. This will streamline project preparation, reduce duplication, and improve competition and transparency in auctions.

Status

No Progress

Brazil is expanding project preparation facilities to structure bankable pipelines in climate-relevant sectors, reducing risks and enabling private capital participation across federal, state, and municipal projects.

The BNDES’s Project Factory supports concessions in sanitation, efficient lighting, and clean energy by preparing feasibility studies, contracts, and auctions that attract private investment.

The Project Structuring Fund, managed by Caixa Econômica Federal, finances advisory and modeling for concessions, with a strong record in sanitation and public lighting projects successfully reaching auction stage.

The Brazil Private Sector Participation Facility, led by the Inter-American Development Bank, International Finance Corporation, and Brazilian Development Bank, strengthens preparation with multilateral rigor, leveraging private finance from feasibility to financial close.

The Global Innovation Lab for Climate Finance (CPI) anually accelerates and supports the design innovative financial instruments to increase the mobilization of private capital towards climate-related investments. Operating in Brazil since 2016.

Nature Investment Lab (iCS) was created in 2023 to support the development of advanced financial instrument related to climate and nature transition.

Launched in 2023, the PPF Connector program supports enhanced collaboration and information exchange among project preparation facilities (PPFs), boosting the efficiency and efficacy of the project preparation technical assistance (TA) ecosystem for urban climate-related infrastructure projects.
