National Adaptation Plans

Brazil’s National Adaptation Plan offers a participatory, rights-based framework to address climate risks. Anchored in the National Climate Policy and updated NDC, it guides sectoral planning and multilevel action for resilience across ecosystems, cities, and vulnerable communities.

2030 Goals

Finalize and implement 16 sectoral/thematic adaptation plans and integrate them into national and subnational development frameworks.

Scale up adaptation finance through concessional credit, public investment, and private sector engagement, particularly in vulnerable regions.

Promote ecosystem-based and Indigenous-led adaptation in biodiversity-rich and high-risk areas.

04

Establish a national system for monitoring, evaluating, and learning from adaptation efforts to guide adaptive management and transparency.

Status

Moderate Progress

Brazil’s NAP was established in 2016 and is now embedded in the National Climate Plan and aligned with the 2024 NDC.

Sixteen sectoral/thematic adaptation plans are in development, covering areas like agriculture, cities, water, biodiversity, and Indigenous rights.

Multilevel governance is promoted through participatory processes in the National Climate Plan, which involves civil society consultations, input from traditional knowledge holders such as indigenous peoples, and integration of state and municipal climate action plans into national strategies.

Monitoring and evaluation systems are underdeveloped, with weak integration of climate risk data into local planning and decision-making.

Capacity gaps and limited financing hinder adaptation in small municipalities, especially in the semi-arid and Amazon regions.
