Enhancing Cooperation Across Development Banks

Stronger cooperation among MDBs, NDBs, and sub-national development banks is critical to mobilize climate finance at scale.

2030 Goals

Create dedicated channels of cooperation between multilateral , national and sub-national development banks targeting critical sectors for mitigation, adaptation and building resilience.

Expand concessional financing mechanisms with MDBs/NDBs for regional restoration (Amazon, Caatinga, semi-arid regions).

Improve integration between national strategies (e.g., Climate Plan, Ecological Transformation Plan) and financial flows.

Strengthen blended finance mechanisms by involving sub-national banks in co-financing and risk-sharing structures, enabling private sector participation and scaling regional climate infrastructure and restoration projects.

Status

No Progress

Brazil is expanding cooperation with development banks, but dedicated concessional and blended finance channels remain fragmented. Stronger integration with national strategies will be essential to deliver scale in critical mitigation, adaptation, and resilience sectors.

The Clima Project, a US$1 billion sovereign loan from the Brazilian Development Bank and the New Development Bank, supports renewable energy, sustainable mobility, forestry, and waste management.

The Bank of Brazil and the World Bank launched the Climate Finance Project, expanding sustainability-linked lending and private sector access to high-quality carbon markets.

The Brazilian Development Bank and the Asian Infrastructure Investment Bank signed an R$16.7 billion memorandum for COP30 infrastructure, post-disaster recovery, and projects under Novo PAC and the Climate Fund.

Partnerships extend to the Inter-American Development Bank (Green Coalition for the Amazon), the Bank of the Northeast (Caatinga Viva), KfW and AFD (Amazon Fund), and direct Green Climate Fund accreditation.
